You'll have to link your credit or debit card and link your bank account to remove the limit.

Basically what he said, you need to link a card to get full access. They will charge you a fee, then send you the code via your card statement, and after you verified your card, PayPal will re-imburse the fee back into your PayPal account.

I linked my PayPal account to my card a long time ago, you will not regret it! It makes things easier if you do this since the start. You just need your debit card to do so.

You mean you've already received the verification code and linked your card successfully and there are still limitations? Have you checked, the withdrawal limits should have been lifted. I think you need to contact them and sort it out.

Well if you have done all of the required procedures to verify your account and it's still limited, then I guess you should contact Paypal's support team .I verified my Paypal one year ago and I encountered no problems verifying it.

The solution is given by paypal itself. Just link the credit card or bank with paypal to remove the limits.

This is strange. After I received a mail that my account is restored, only for me to check my account and found out that the limit is still there.
When I asked paypal, they said it was a misleading mail. Has anyone experienced this before.

That's indeed strange, but I have experienced some glitches in Paypal too, so maybe that mail was sent by mistake?
